If the network interface card is bad or going bad it would absolutely cause the network speed to degrade. In order to test the network interface card, you can use the Ping command and that will send packets of data which will only go so far down the network which in turn will be able to identify where you have a possibly bad network interface card. The second question I would ask myself is if there is insufficient bandwidth. With 300 devices spread out connected to the same network there is a good possibility that the client does not have enough bandwidth to support that many devices. The client has a few options to fix this issue by boosting the up and download speeds, but with the devices being spread out the client might also need to create some dedicated connections to support some of the devices that are further away. Lastly, I would ask myself if there is an issue within the network configuration. It is possible that the network connections on individual devices can cause issues and slowdown for the entire network. The reason this can happen is due to the network configurations blocking certain types of data usage options. The TCP/IP tools that can be used to analyze the problems stated about are Ping, traceroute, nslookup, and nets
