The Federal created its own APAs to control the federal agencies. The States also created their own APAs to control the state agencies according to each state's needs. Public administration is guided through these APAs during the rule-making process. It assures public involvement during the process. While public administration must follow strict rules and regulations private management just must comply with the law.  Federal and State Administrative Procedure Acts  The relationship between the federal Administrative Procedure Act and the uniform State Administrative Procedure Act of 1946 is that both are laws that administration agencies must follow when proposing and implementing regulations.
