A couple of the targets are the consumer and employees. When working with food, there are strict guidelines that need to be met to keep people safe from foodborne illnesses. The Texas Department of State Health Services also tested some products at the Texas plant after being made aware of the contaminate in the South Carolina plant, and found the same contaminate in several products (CDC, 2015). Blue Bell had been in business for 104 years and this was their first recall. They were not prepared for what could happen.
