Many agencies, strapped for resources, are unable to efficiently protect the community and rehabilitate juvenile delinquents. Studies of juvenile offenders have consistently shown that a relatively small number of juveniles is responsible for the majority of delinquent acts(Hess, K. M., Orthmann, C. H., & Wright, J. P. 2012).
