The police officers have been taking advantage of the available overtime to earn more money and improve their families financial situations.  The officers appear to have expected the overtime to continue permanently, even though it was initially only a short-term solution as there was no clear transition plan in place. City management, however, has an immediate need to address the increased crime rate and, with the recent publication of officers overtime wages, must address the excess spending.  These differing needs are making it difficult for the officers and city management to understand each others concerns about the changes.  2.Based on the memo sent from Office Haines, it is apparent the officers feel as if they are being unfairly punished because the mayor was upset with the public disclosure of specific officers salaries. The city leadership believes adding additional officers will help the existing officers by giving them reduced hours and additional assistance for patrols. These conflicting perceptions without effective communication are making resolution to the conflict difficult.  3.Lastly, the way in which the reduction in overtime and the addition of new officers was announced created even more fuel for an already tense situati
