When poor citizens cannot afford medical care, health insurance can help them. When these problems are solved, citizens will have better energy and time to create their own values, which will feed back to society. This is a virtuous circle. 

For breaking the stalemate in Washington and in your state capitol. In my opinion, when there is no consensus within the government, it is necessary to weigh which one is more suitable for the current situation, rather than a long period of stalemate. 

Finally, I think it is impossible to eradicate poverty. For example, China has a history of thousands of years. Even in the prosperous Tang Dynasty, there were poor people. In my opinion, the rich and the poor are relative. If there are rich people, there must be poor people. When people's income increases, prices will also rise, and there will always be people who want to make more money. In this way, there will be poor people again. The legislation played a critical role in eradicating stringent federal guidelines on how cash welfare programs were implemented in the country. It created a programmatic environment characterized by significant freedom to assist the local offices in helping individuals who shifted from welfare to work within short periods (Larrison et al., 2005). Overall, the law intended to convert the nation’s welfare system into one where people were required to work for time-related help or support. Overall, the PRWORA of 1996 aimed at reforming the US social care system through the implementation of specific initiatives such as the Temporary Assistance for Needy Families (TANF) which achieved significant success in reducing the number of families on social welfare in the country by more than 60%. In a bid to end welfare, President Clinton sought to delegate the control of welfare policy to the state governments through the federal block grant. The initiative, therefore, aimed at compelling individuals to work by denying TANF benefits to an adult for more than sixty months during their lifetime. Therefore, it left individuals with no other options rather than seeking paid employment; thus, confronting the poverty cycle. PRWORA also aimed at transforming the federal child-care policy in the US in various critical ways, as evidenced by the fact that it increased federal funding for child care in the country (Poterba, 2000). While the legislation aimed at streamlining the administration of child-care programs, it empowered states to decide independently on the eligible low-income earners for such support. The milestone would serve as a great success in reducing the government’s caseload as American families would be compelled to be less reliant on government welfare services for survival. State governments would contribute positively to the identification of the genuinely needy individuals to receive such child-care benefits; thus, compelling the rest to seek employment actively. Overall, the country’s Personal Responsibility and Work Opportunity Reconciliation Act of 1996 was centered on the need to transform the American social welfare system in a bid to break the nation’s poverty cycle as well as minimize its burden as a result of social welfare caseload of middle-income households. It aimed at eliminating such social welfare initiatives such as Aid to Families with Dependent Children and replace them with more stringent policies such as state-administered block grants.
