Brazil is tricky, with a mix between ‹1, 1-4, 524, 25-249, 250-999 and ›1000.
The three lighter categories are very clear over the interior, with 25-249 more to the east coast.
I therefore feel ‹1, 1-4, 5-24, 25-249 are not debateable, although addition of any of 250999 and ›1000 would be fine.
