To prepare for this Discussion, review this week’s resources. Select one of the following cases: Guantanamo (McNeal, 2010) or the Exxon Valdez (Kurtz, 2003). Then, consider the following:

  1. How did organizational culture influence ethical decision making?
  2. What are the ethical issues?
  3. What are the issues facing the decision makers?
  4. How did the organizational culture influence decision making?
  5. What did you learn from this case that you can use as a public administrator?
  6. What, if anything, does the case have in common with the 2013 Internal Revenue Service (IRS) scandal over IRS audits of conservative nonprofit agencies?
  7. To what extent does attention by the American public media influence ethical decision making of public and nonprofit public administrators? Do you think that such media exposure should determine administrative decisions?

Post a brief description of your chosen case. Identify the ethical issues within the case. Then, explain how the organizational cultures influence the decision making related to ethics in your chosen case. Finally, suggest two strategies that public administrators might use to promote an ethical organizational culture.

Exxon Valdez Name Institution Exxon Valdez How organizational Culture Influenced Ethical Decision making The primacy of organizational culture in the modern world cannot be overlooked due to its high influence on the primal activities executed by all entities, including the decision-making process as well as operations. It is the organizational culture that defines how actions are executed in the organization as well as how decisions are made and implemented. As such, the Exxon Valdez oil spill case illustrated carious implications of organizational culture on ethical decision making (Kurtz, 2003). The presence of the Valdez Traffic Control center and the Traffic Separation scheme prove to have been ceremonial since they made zero efforts to intervene even after the captain informed them of the intended diversion. Moreover, the poor organizational culture at the organization is illustrated by the fact that Hazelwood failed grossly in the provision of clear instructions pertaining the navigation of the ship, thus confusing the TSS and the VVTC; who were, therefore, unable to intervene. Upon the investigation of the accident by the National Transport Safety Board (NTSB), it was also established that the organizational culture played a critical role in crippling ethical decision making as Cousins failed in the safe steering of the ship. Moreover, the impact of the organizational culture on decision making hit its climax when it was revealed that the organization failed in its supervisory mandate over Hazelwood as well as providing enough personnel for the ship; thus leaving the nine members of the crew at crossroads on what to do when things went hay way (Kurtz, 2003). Another instance that proved the impa...
