People are more and more wanting to live where the weather is more “stable†or not so cold in the winter or too hot in summer. 2.) Cost of living in the state. With the cost of living as high as it is, the only way for some to justify relocating here is if they receive a wage to offset the COL. Why would an officer that is receiving a pay that lives somewhere that has a low cost of living come here for the same or less that he/she is already receiving? 3.) Out of state migration.
