Moreover, he was appointed by Cuomo to oversee the majority of the government’s high-value economic development projects in different within the state, including the Buffalo Billion program. During his tenure at the governor’s office, Kaloyeros was tasked with the administration of different tendering processes. It was later established that he had been involved in a corruption scandal during his tenure at the governor’s office; in which he rigged the bids for various state-funded contracts in 2016. The jobs involved in the scandal were valued at more than $850 million. The $750 million contracts to build the Tesla/Panasonic solar-panel manufacturing plant was part of the Buffalo Billion and was among the rigged tenders. The shady deals lead to the awarding of the contracts to LP Ciminelli and COR Development companies. He was, however, arrested on September 22, 2016, and convicted to 3.5 years in jail. Two executives of LPC and COR Development, Louis Ciminelli, Aiello and Gerardi, were also convicted for participating in the corruption scandal.
