Stock & Fisher (2006) found that many of the children in foster care are at high risk for delays in development. They reported that as much as 66% of these children exhibit developmental delays in at least one area. Over 80% of foster children that were examined suffered from developmental, behavioral, or emotional problems which is two to eight times the national average (Stock & Fisher, 2006, p. 1, para 2).
