The Uniform Crime Reporting (UCR) is a program designed by the FBI in 1929. The program is a data-gathering system for reported crimes in the United States. The International Association of Chiefs of Police initiated the program with the goal of developing a set of statistics of uniform crime, to be used by policymakers and police. The FBI is in charge of gathering the data for the UCR program from different agencies around the country. UCR data is organized in seven major categories of offense: robbery, rape, burglary, aggravated assault, motor vehicle theft, murder, and larceny. Offenses are further categorized as violent personal crimes and property crimes. These Part I offenses formed the crime index, which provide a comparable crime rate between locations over time.
