Homeland Security Overview The importance of the flow of the Homeland Security processes for implementing efficient steps to take for any incident reflects on how these processes are planned. Throughout this paper, the different approaches will be discussed. The explanation of the Homeland Security process will be explored in the sections of mitigation, preparedness, and recovery. Hazard Mitigation “Hazard mitigation plans must include documentation of the planning process; a risk assessment of the area identifying and profiling hazards and assessing general vulnerability; mitigation strategies, which encompass goals, and identification and implementation of mitigation actions; and a maintenance section, which includes monitoring, evaluating, and updating the plan and continued public involvement.” (Frazier, Walker, Kumari, & Thompson, 2013) Intelligence usage can be implemented by conducting secure pathways with police and other law enforcement agencies. These threats and incidents can range from a terrorist threat, terrorist attacks and other security breaches. Mock security breaches can be done to ensure when a true incident happens a concrete place will be in place. “Mitigations strategies are to coordinated activities related to risk assessment, dentification and implementation of mitigation strategies, and monitoring and evaluation of mitigation performance by supporting the development of local mitigation plans and providing technical assistance to local governments.” (Berke, Smith, & Lyles, 2012) Prevention of risks is also planned for in the mitigation process. “While a complete assessment of local capacities for crisis mitigation involves evaluation of measures taken in all stages of the crisis management cycle (prevention, preparedness, response, and recovery), this analysis is limited to efforts promoting better community planning and preparation.” (Nohrstedt & Nyberg, 2015) The Bible verse Matthew 5:9 describes mitigation as “"Blessed are the peacemakers, for they shall be called sons of God.” (Bible ) Preparedness There are three main divisions of the preparedness design. The National Response Framework It was created for response to incidents. “The role is to understand domestic incident roles, responsibilities, relationships. Respond effectively to any type of incident.” (Smith, 2011) The National Incident Management System “proposes a nationwide template to address disasters.” (Kapucu & Garayev, 2012) ) The National Incident Management System establishes a complete approach to domestic incident response. “It identifies key response principles, and describes how communities, states, federal government partners work together using these principles.” (Smith, 2011) The National Incident Management System encourages unified command within the different levels jurisdictions.
